Interacció 2010 proposes to affirm, at its next event, its nature as a reference point in the world of cultural policies and management with an issue that is sparking lively debate in cultural circles: active citizen participation in the creation and dissemination of culture. This concept refers to culture created socially in community or association environments without, a priori, aspiring to their professionalism. And it connects, undoubtedly, with one of the fundamental pillars of Barcelona Provincial Council’s Department of Culture, stated two years ago now at the start of the mandate in favour of creating tools for exercising a genuine cultural democracy, encouraging the creation and talent of citizens. The scope of the participatory cultural sphere is, therefore, quite broad, but in any event its most fundamental characteristic is the fact that citizens are its protagonists and that they shape culture from the very inside of social relations. Furthermore, it is not necessary to insist on the deep ties that this participated or participatory culture has with amateur phenomena, which include practising a wide range of artistic activities such as theatre or music, other activities based on new technological tools which configure the majority of the proposals emerging or alternatively popular and traditional culture itself.
